I wonder if this was more true when we went out more, saw our neighbours move, felt more responsible for the local area we live in. Perhaps now, with so many of our 'neighbours' being on our phones, and so much more travel to see old friends rather than put in the social effort to make new ones, it has less resonance? Or like you say, maybe because of all of this, it actually has more resonance?
Id go as far to say that pet dogs , as opposed to stray ones , are to me a good marker for community building . Go to a dog park and see the smiles on peoples faces watching them play . No one breaks down our pathetic barriers better than a wagging tail.
